Purpose of Position

Accountable for leading the development and implementation of the data analytics plan and initiatives aimed at improving and maintaining the efficiency, process, governance and technical infrastructure for quality evidence-based data integral to supporting product, program and policy decision making   

Key Responsibilities

  • Provides overall leadership of the review of current FSRA data collection and filling requirements for auto insurance to identify and propose recommendations and a project plan for the reduction of unnecessary costs and methods to improve efficiency.
  • Leads all stages of the plan including, but not limited to development of process, governance and required technical infrastructure, working with systems professionals to define Auto Insurance business needs and provide subject matter expertise in the resolution of problems.   Plans and develops the overall framework, standards, methodology and best practices for data design, management and business solutions,  tools and product development and implementation.
  • Oversees the integration of data from existing third-party data sources to FSRA’s risk classification system. Including the development of data sharing agreements with large data sources.    
  • Develops and manages relationships with various departments and functions across FSRA to define the data management process related to auto insurance data, including data ownership and access control, as well as understand and address data needs for different users
  • As the Data Steward for auto insurance regulatory data, develops and maintains a centralized data dictionary and user guide for auto insurance data.
  • Provides subject matter expertise and data analytics support to other teams when needed, to ensure their data analytics needs are met including modifications to processes, access to data and provide data query support. 
  • Explores new data sources to optimize data analytics available to key decision makers.
  • Works with systems specialists in the IT department to jointly develop and implement a data collection strategy to ensuring ongoing support for regulatory monitoring and policy analysis. 
  • Manages and optimizes processes for data intake, validation, mining and engineering as well as modeling, visualization and communication deliverables.

Qualifications      

Education and Experience

  • Degree in BS in Mathematics, Computer Science, Information Management, Statistics or other quantitative fields.
  • 3 – 5 years’ experience in data, consulting, analytics or a related function involving quantitative data analysis to solve problems including skills to lead projects from concept to implementation
  • Expertise in data collection, transformation and analytical techniques and tools (e.g. SQL, data visualization, data mining, etc.)
  • Expertise in Auto insurance related databases and data sources

Knowledge and Skills

  • Knowledge of data governance and data quality assurance
  • Knowledge of system and platform for data storage, processing, automation and analytics
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
  • Oral and written communication skills to define and present plans, develop and manage relationships and provide data analytics expertise and guidance.
