Responsibilities

PRIMARY PURPOSE

Manages the claims management program for the enterprise, and oversees the day-to-day execution of diverse, and complex, claims including automobile, marine, heavy rail, rapid transit, roads and bridges, police, construction, real estate and other business-related claims. Supports the Senior Manager, Insurance & Claims by ensuring the claim management program is aligned with regulatory and best practice standards. Supports the Senior Manager, Insurance & Claims in their role as Senior Officer of the Transportation Property & Casualty Company Inc. ("TPCC"), a TransLink subsidiary, by ensuring claims are handled efficiently and economically and are supported by complete, accurate, and timely reporting.

KEY ACCOUNTABILITIES

Leads and manages the claims management program for TransLink. Develops claims strategies and recommends then to the Management. Oversees the day-to-day execution of various claims related to automobile, marine, heavy rail, rapid transit, roads and bridges, police, construction, real estate and other business-related claims. Manages department initiatives as assigned; and, represents the department on various corporate and divisional initiatives, providing the risk management perspective.

Manages and ensures adequate closure of high-profile and high-risk litigation trials and mediation processes on higher value, complex claims. Collaborates with key vendors on a regular basis such as ICBC claims management and other external legal counsels and provided strategic guidance on negotiations; resolves case specific and broad-based claims issues that impact TransLink operations and negotiates rates and standards for claims related agreements.

Recommends and implements appropriate claims payment and reserving authority limits and ensures the limits are adhered to. Leads and resolves all complex and sensitive claims; ensures all claims are settled and handled appropriately, within authority limits and in compliance with regulatory and best practice standards.

Builds and maintains effective working relationships with leadership and management across the enterprise to provide claims-related advice and guidance. Represents Claims department on various internal and external committees and provides expertise on Claims management related issues and best practices.

Identifies risk as it pertains to claims management and provides strategies to mitigating such risks. Collaborates with the business owners on risk mitigation plans and shares claims related data to support business area key performance indicators. Liaises with external adjusters, legal counsel, and other industry members on key and complex claims issues.

Supports Senior Manager, Insurance & Claims as the Senior Officer of TPCC by providing claims management reports, data analytics and information as required to support TPCC's reporting cycles. Escalates complex, sensitive, and/or high-risk claims for inclusion in claims reports to TPCC's Board of Directors and shares knowledge, information and learnings to protect against risk.

Develops and recommends claims related policies and practices to ensure compliance with regulatory requirements and governing standards and to improve integration between the insurance, claims, internal and external parties.

Identifies opportunities and recommends changes to streamline procedures and processes optimizing claims management activities. Audits claim files to ensure accuracy and appropriate documentation. Identifies and researches emerging trends and best practices and changes to regulatory requirements and standards as it relates to Claims. Researches, recommends, tests and implements new/upgraded systems and technology to optimize risk management and claims-specific information; and leads the ongoing administration and maintenance processes. Delivers

system-based metrics, analytics and reports.

Reviews materials prepared by reporting staff in response to FOI information requests and liaises with Legal Department for adequate closure prior to release.

Manages reporting staff, including both exempt and union employees, towards their selection, development, coaching, performance management and all other people management practices. Manages the selection, performance and evaluation external resources such as adjusters and appraisers and external legal counsel. Provides day-to-day guidance to external parties, as required.

Qualifications

Education & Experience:

The competencies for this job are typically acquired through completion of a degree in business and achievement of Canadian Insurance Professional (CIP) or Canadian Risk Manager (CRM) designation, plus eight (8) years of progressive experience in claims management.

Other Requirements:

Advanced knowledge of concepts, principles, practices and techniques pertaining risk management, with emphasis on all aspects of claims management.

Strong business acumen, with ability to manage the day-to-day execution of a claims management program.

Excellent interpersonal skills, with ability to provide advanced level of advice and support to business leaders at all levels, and to liaise and address issues with adjusters, legal counsel, and other industry organizations to manage day-to-day issues and respond to queries.

Strong problem solving and decision-making skills to provide advice and counsel in the resolution of complex issues.

Advanced knowledge of all relevant acts, regulations and standards to ensure compliance.

Solid knowledge of the systems and technology necessary to develop system-based metrics, analytics and reports.

Advanced management skills to provide day-to-day supervision to reporting staff; and to oversee external specialists.

Work Schedule

37.5 hours per week

Salary

Salary: $97,190 - $121,488 per annum
